Project Overview:

ICMPD is inviting all interested candidates to apply for the Reintegration Coordinator for the “Reintegration Support to Azerbaijani Returnees” (RESTART) project. The project was one of the outcomes carried out within the EU-funded ‘Support to the Implementation of the Mobility Partnership with Azerbaijan’ (MOBILAZE) project (in particular it's Component 5 on Return and Reintegration). The project proposal was developed by the International Centre for Migration Policy Development (ICMPD) in close cooperation with the State Migration Service of the Republic of Azerbaijan (SMS), taking into account their joint priorities in the area of migration management including Readmission Agreements and Joint Declaration on Mobility Partnership signed between the EU and Azerbaijan.

The project is funded by the Federal Office for Migration and Refugees under the German Ministry of Interior, Repatriation and Departure Service under the Dutch Ministry of Justice and Security and the Polish Ministry of Interior and Administration. The 18 months RESTART project has started on 1 January 2019 and is being implemented by ICMPD together with the State Migration Service of Azerbaijan.

The overall objective of this project is to support the implementation of the Readmission Agreement in the area of reintegration through strengthening the capacities of authorities and civil society in Azerbaijan to actively facilitate the sustainable return from the European Union Member States and reintegration of Azerbaijani nationals.

Job Description:

The Reintegration Guidelines (further – Guidelines) have been drafted by ICMPD and SMS within the framework of the RESTART project in order to establish procedures and rules for the implementation of the Reintegration programme for eligible Azerbaijani citizens who have been returned from the EU MSs in accordance with the EU-AZ Readmission Agreement. The Guidelines foresee support to reintegration activities in Azerbaijan based on the recognition that addressing returnees’ needs, particularly those in vulnerable situations, and supporting their reestablishment back home, is fundamental for the sustainability of the reintegration process. Generally, the Reintegration programme consists of two parts: individual mentoring available to a broader number of eligible returnees (1); and individual case-by-case support to vulnerable groups available only to a limited number of persons (2).

Individual mentoring includes support provided by a reintegration mentor or reintegration mentors to returnees, who are eligible for participation in the reintegration programme during the first 3 months upon registration.  In this way, this part of reintegration support does not require additional resources from the project, except for reimbursement of salaries of reintegration mentors recruited by ICMPD to implement the Reintegration programme.

Reintegration support to vulnerable returnees is a set of services which cannot be provided to the returnee by the reintegration mentor only. It requires the involvement of additional institutions, organisations and experts and/or additional financial resources from the RESTART project. Services may cover the provision of emergency/temporary accommodation, paid medical services and/or purchase of medicaments; provision of professional, vocational and/or language courses, support in employment, other paid support in reintegration. The Guidelines also establish reintegration services which cannot be covered by the project.

Neither of the Reintegration programme elements includes payment in cash to returnees.

Reintegration mentors (a total of two experts) are to be recruited for the practical implementation of the reintegration support (reintegration mentoring according to the developed reintegration plan) established by the Guidelines. The mentors will be acting under supervision of the Reintegration coordinator and ICMPD RESTART Project Officer.  

Tasks and Responsibilities:

The selected incumbents will be responsible for:

  • interviewing of returnees;
  • ensuring all required documents for the application to take part in the reintegration programme are filled in;
  • registration of application and provision of information to the Joint Committee as established;
  • performing all necessary checks and procedures established after the submission of the application;
  • development of the individual reintegration plan;
  • provision of individual counselling and mentoring;
  • independent organisation of additional services provision to returnees according to the decision of Joint Committee, such as accommodation, medical services, support in employment, vocational or language courses, etc., strictly within procedure established by the Guidelines;
  • administrative and logistical assistance;
  • preparation of all financial documentation (collection of the offers, receipts, etc.);
  • preparation of reports;
  • perform other related duties as may be assigned by the Reintegration coordinator and agreed with ICMPD.

For the smooth implementation of the project activities, it should be beneficial that Reintegration coordinator and Reintegration mentors belong to the same non-governmental organisation officially registered and functioning with an office facility in Baku, Azerbaijan. The incumbents will be required to submit a proof for that.

Key Results:

The Reintegration mentors shall deliver the following outputs to Reintegration coordinator: 

  • Reports on all returnees submitted applications for participation in the reintegration programme, indicating if they belong to a vulnerable group or not;
  • Provision of reintegration activities to returnees;
  • Summary of decisions made in respect of the applicants;
  • Monthly reports on the implementation of individual mentoring and bi-weekly reports on reintegration support to vulnerable returnees;
  • The lessons learned after conclusion of the reintegration programme.

The outputs and reports will be provided in Azerbaijani. Translation of reports into English may be required by ICMPD.

The draft deliverables must be submitted in accordance with the deadlines established by the Guidelines confirmed by ICMPD.

Incumbent Profile:

  • Experience in case management and counselling;
  • Experience in projects’ implementation and administrative and financial support, particularly in the fields of social assistance, reintegration, migration, etc.
  • Excellent interpersonal and communication skills as well as accountability, client-oriented skills, etc.
  • Written and oral fluency in Azerbaijani language. Fluency in English and Russian languages will be an asset;
  • Advanced computer literacy;
  • Represent an NGO from which the Reintegration coordinator is also applying for the project.
  • Shall represent a non-governmental organisation which is officially registered and functioning in Azerbaijan which is capable to:
  • Either recommend two more representatives of this NGO for implementation reintegration activities (reintegration mentors) recruited by ICMPD under separate vacancy announcement; or
  • Can recruit two reintegration mentors specifically for implementation of this project.

Corporate Qualifications:

  • Experience in working in projects;
  • Written and oral fluency in Azerbaijani language. Fluency in English and Russian languages will be an asset;
  • Bachelor degree or above from an accredited academic institution, preferably in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law Studies and/or related field with three years of relevant professional work experience;

Compensation:

ICMPD offers a monthly fee to be calculated based on qualifications and experience. Where duty travel is required for the position, a daily subsistence allowance (DSA) and travel costs are provided. Health insurance is the responsibility of the incumbent.
